The universal convention is that 12:00 AM signifies midnight, and every moment afterward is also AM until the moment of 12:00 PM which signifies midday.

Can we say 12 pm?

Since it is the meridian, it is not technically correct to call it either AM (before the meridian) or PM (after the meridian). Technically, it is correct only to call it 12:00 noon. Likewise, the middle of the night is 12 o’clock midnight. It is not technically the end of the day or the beginning of the day, but both.

Is 12 noon grammatically correct?

Do not use 12 noon or 12 midnight (redundant). Use noon or midnight. Do not use 12 p.m. or 12 a.m. Use noon or midnight.
